Get a collet and hold an end mill upside down. Choose a small diameter one like 1/8". If not, use a drill rod blank if you have one. Clip a multimeter onto that rod. Then use the other electrical terminal and touch the object. Then roughly center the pin inside the bore. Then scrolling only one direction say +X direction.

I like to bore cylinders indexing off the crank centerline. You can't count on other parts of the block to be true unless you make it or check it. (Especially on old or antique engines.) For homebuilt or show-only engines, the centerline truing isn't that important--unless your engine is turning over 4k RPM.

Never used a mill so I didn't know. I have always farmed out the machine work on all engine builds for the past 18 years. The local machine shop just closed because the owner retired and liquidated.
